Your plants will be encouraged to grow because the process would start off with layers of newspaper then Lucerne hay, compost, and straw would be added to the succeeding layers and a medium could be created without the need to heavily dig and it will be rich in nutrients. There are sound foundations when it comes the principle of not digging. When the soil is excessively cultivated, especially when too wet or too dry, then the structure of the soil will be damaged and compaction would be the result. The earthworms would also be discouraged by excessive cultivation and they are the best free labor that a gardener could have.
Some followers of permaculture and organic gardening have translated no-dig into never-dig, which I believe is sadly mistaken. If the base soil you started with is badly compacted then you may find that your garden won't continue to perform well even if your no-dig garden will initially work. The fertile layer you have built up will encourage the earthworms, but we do know that the worms need to shelter from excessively hot, dry, cold or wet conditions. From extreme conditions they can seek shelter by burrowing deeply into the soil as much as many feet down. They may die or move out if they can't shelter this way.
If you want a better garden for growing your plants for longer terms, try having an initial cultivation of the soil before you apply the no-dig system so a better environment for the worms will be guaranteed.
